What is SG4?
SG4 (“State Government 4”) is a strategic economic coordination platform jointly owned by four Malaysian states — Kedah, Kelantan, Terengganu and Perlis — through SG4 Group Sdn. Bhd., with each state holding an equal 25% stake. It exists to pool the four states' land, natural resources, energy and strategic geography and present them to investors as a single, coordinated economic bloc rather than four competing jurisdictions.
Which states make up SG4?
SG4 represents four states across Malaysia’s northern and east-coast regions: Kedah, Kelantan, Terengganu and Perlis. Together they are home to roughly one-fifth of Malaysia’s population.
Why was SG4 created?
Malaysia's west coast — Selangor, Penang and Johor — is approaching industrial saturation, with land increasingly scarce and costly. The four SG4 states hold what the saturated states lack in abundance: land, natural resources, energy and strategic border geography. SG4 exists to convert that latent endowment into coordinated, investable economic strength, so the four states negotiate, plan and attract investment as one bloc.
When was SG4 established?
SG4 Group Sdn. Bhd., the jointly-owned corporate vehicle, was formally launched in September 2024, with each of the four states holding an equal 25% stake.
What natural resources and assets does the SG4 region hold?
The region is rich in underdeveloped assets: rare earth elements (across Kedah, Kelantan and Terengganu); dolomite in Perlis (used in REE processing); oil and gas in Terengganu and Kelantan; prime agricultural land (Kedah is the “Rice Bowl of Malaysia”, ~70% of national rice); national-scale semiconductor and electronics manufacturing at Kedah’s Kulim Hi-Tech Park; strategic borders with Thailand; and strong energy-transition capacity, including the highest solar radiance in Malaysia at Perlis.

SG4’s economic agenda is organised into five clusters: (1) Infrastructure, Logistics & Healthcare; (2) Trade, Investment & Business Development; (3) Agriculture & Food Security; (4) Education & Human Capital Development; and (5) New Resources & Future Income Generation.
How does SG4 work with the federal government and agencies like MIDA, NCIA and ECERDC?
SG4 is a state-led coordination layer that works with federal agencies, not against them. The four states span two federal corridors — NCER (Northern Corridor Economic Region: Kedah and Perlis) and ECER (East Coast Economic Region: Kelantan and Terengganu) — and SG4 is the first platform to coordinate them as a single economic voice, working alongside MIDA, NCIA and ECERDC.
Is SG4 a political movement?
No. SG4’s official positioning is economic and institutional, not political. It presents an investor-facing identity focused on regional competitiveness and coordinated investment promotion, and positions itself as a facilitator and gateway for private and foreign investment.
What investment incentives are available in the SG4 region?
Because the four states sit within the NCER and ECER federal corridors, investors can access among Malaysia’s most generous incentive packages — including up to 100% tax exemption for 10 years, investment tax allowances and customised incentives — alongside lower land and operating costs than the saturated west-coast corridors.
